They are invited into every city and out of every city, and they keep a book of both. The book is why they are not invited anywhere on this network.

1. SHAPE

The Ravnos arrive at an event and the event is over. That is the entire cultural contribution and it is more disruptive than any discipline in this file.

Shapechange, the Feast, and a clown's licence that nobody has ever successfully revoked. They offend constantly and they are almost never the cause of the thing people think caused it.

2. THE UNINVITED LIST

The Ravnos hold an internal ledger of places they were made welcome and a longer one of places they were made welcome twice. The second list is read aloud at every Feast.

On this network: the Feast is not hosted. The Compact does not invite them, the boards do not accept their handles, and the position has been formally agreed for four years. The Ravnos consider this funny, which is precisely why it is not dangerous.

3. THE ONE WE STILL WATCH

There is one Ravnos in Prague who does not tell jokes and does not change shape. He has been in the city for nine years, he watches, and he has not once been asked what he is waiting for.

The Compact has no position. The observation has been minuted three times.
