  They have never lost a war they were willing to lose slowly. That is the whole of our intelligence assessment.

1. SHAPE

Hierarchical, patient, and entirely comfortable. The Ventrue are the best-run organisation on this network and they are the only house whose internal correspondence is genuinely boring.

They hold territory, collect tribute, and enforce the Masquerade because the Masquerade keeps their rooms small and their guest lists short. There is nothing wrong with that. It is simply not aimed at us.

2. THE WAR COUNCIL

Their council does not meet to decide. It meets to ratify. Everything that matters has already happened when the council convenes, and the meeting exists so that the record shows a deliberation.

Two of our delegates have sat in on nothing. One of them once attended a Conclave as a guest of an elder and reports, without irony, that it was the most boring four hours of a very long life.

3. WHERE WE ARE WRONG ABOUT THEM

They are not our enemy. They are our accountant. They hold ground we hold tunnels under, and the day they decide the tunnels are an asset rather than a nuisance is the day this network stops existing.

GRÄFIN VON HALL has suggested, in writing, that the Compact should be given a seat. This is a provocation and it is also a warning.
