  The Technocracy hunts EXCEPTIONS TO THE RULES with auditors.

STRUCTURE (per intercepts):
  - Descends from the Order of Reason (founded 1325), the first
    organization to argue that miracles are a filing error.
  - Conventions of record:
      Iteration X      — machines, and the machine of machines.
      New World Order  — the story department. Consensus enforcement.
      The Syndicate    — ownership. Reality follows the money.
      Progenitors      — biology as engineering. We are a rounding
                         error in their models.
      Void Engineers   — the border patrol of consensus.

DOCTRINE, PARAPHRASED FROM A GENEVA INTERCEPT:
  "Vampires are reality deviants. Deviants are inventory."

WHAT THIS MEANS FOR THE NETWORK:
  - They do not stake. They RECLASSIFY. A node that appears in a
    Technocracy census has already been deleted in principle; the
    deletion arrives on a schedule.
  - Their weapons are paradox audits: make the exception so
    improbable that consensus repossesses it.
  - The Camarilla survives them by being boring. Anarchs survive by
    being diffuse. We survive by being a rumor with good backups.

COUNTERMEASURE (network doctrine):
  Never answer a census. Never explain a miracle. If a terminal
  starts receiving beautifully formatted questionnaires, burn the
  node and file the burn under weather.
